And while the "wheels turned" is a way to accomplish this, I still advise taking the extra time to remove the wheels so you can therefore remove the inner fender completely. Save yourself some skinned, cramped hands reaching past the plastic as well as potentially scuffing the paint on the fender lip or the inner plastic itself.
